i've just noticed that my credit card is charging me 21% on my outstanding balance. should i complain?

Yes you have an expensive credit card - at the moment most cards are in the 17.5% to 19% range. If you have not missed any installments, I suggest you shop around for another card. Better still, pay the balance off! If you have a large outstanding balance consider taking out a loan to repay the credit card, but if you do this please do not run your card up again!
