When I was 16 i was very ill and was told it could re-occur. Can I get medical insurance to cover it?

In principle re-occuring illness (usually called "pre-existing conditions" on the insurance policies) cannot be insured. Hovever, you have not explained whatb the medical problem is and since it seems many years ago the insurance company my take a different position. Best course of action is to apply for the insurance, disclose everything, and see what the insurer says.
